Where do I put the SPF record?

Publish it as a single TXT record on your root domain. You can only have one SPF record per domain — combine all senders into it.

Should I use ~all or -all?

Start with ~all (softfail) while you confirm everything sends correctly, then move to -all (hardfail) to fully block spoofing.
